(1853-1943). In 1896, Vladimir Kokovtsov became Deputy Finance Minister under Sergei Vitte. A senator in 1900, he went on to become a State Secretary in 1902. In 1904 – 1914, Vladimir Kokovtsov served as the Finance Minister of the Russian Empire. After the revolution, he fled to Finland, and then emigrated to France. For a short period, he served as the Chairman of the International Commercial Bank. He wrote From My Past, a memoire in two volumes, published in 1933. While working as Minister of Finance, Vladimir Kokovtsov helped Borovichi take out a loan for building a bridge, and the city thanked him by giving him the title of honorary citizen.
